“When a police officer makes use of a firearm or less lethal weapon by deliberately pointing it or by discharging the weapon, for example, that will constitute a use of force for which the officer is both legally and organisationally accountable.”

You would think that a Police Officer using a deadly weapon “Less lethal weapon” on a member of the public would be taken with great care and everything to minimise the risk and danger to life was done. You would think that using a chemical weapon which was originally designed for war would be under some type of risk assessment and an audit recording of its usage and reason for usage would be recorded. You would also assume that a police force like GMP would not use a banned chemical weapon by this government unknowingly on members of the public.

Sadly just like in the previous article about Police Officers Notebooks https://www.facebook.com/JusticeWatchMerseyside/posts/1119406668169612 , we realise that things are not as they would seem and the corruption and incompetency is at levels almost unbelievable.

Anthony Grainger Inquiry

After a killing of an innocent unarmed man Anthony Grainger by a Police Officer in a pre planned operation in Cheshire on 3 March 2012 a Public Inquiry was launched in 2017. Justice Watch admins have been attending the court proceedings where details of how the police work and operate has become clear and what was unknown by the public out of naivety was revealed to us.

CS Gas specialist ammunition

When a Police offices disperses the CS Gas canister they must wear a mask to protect themself from having breathing issues and skin and eye irritation from the chemicals, it was designed for the army and was regularly used in Ireland by the British Occupying Military. The application for why Greater Manchester Police use it is a confusion one, during the Anthony Grainger Public Inquiry we heard many contradiction and no Police Officer that gave evidence understood the application for using CS Gas canisters.

In the case of Superintendent Mark Granby the tactical firearms commander, he says it helps to get the members of the public out of the the vehicle when members of the public are not being compliant by not following police offices orders, he also says that it prevents members of the public from being violent towards the police officers. In the case of the Senior firearms commander Terry Sweeney he would use the application anyway even if members of the public was being fully compliant, he also believes that it is especially good to use it on members of the public that are mentally ill. Not only does Mr Sweeny have no idea about the application of CS Gas but he also has no understanding of persons that are suffering from mental health problems. Other Armed Officers in the inquiry indicated it was used to keep members of the public within the car X9 who was the officer responsible for using the CS Gas canister said he used it because it creates a distraction. One of the GMP Armed Officers known as U9 who was involved with the operation said he saw no reason at the time for the usage of CS Gas even though he was wearing a mask knowing that authority has been given for the usages of a chemical weapon during that operation.

Blind Spot

The car that Anthony Grainger was sat in had tinted back and back rear sided windows which in itself brings problems of visibility of occupants within that car which was not mentioned in any previous risk assessment or conversations recorded by Officers involved in the Operation. For GMP intelligence system to get the licence plates wrong on the car something like tinted windows is a bit too complicated for them to understand.

This operation took place late at night and the car park was only lit by street lamps which once again brings its own problems of visibility. Officer X9 approached the car with a CS Gas cannister and a window breaker, Officer U9 was meant to be giving cover but decided to do his own thing or there was no real plan for the operation which would make more sense. It takes seconds for the Car to be filled with Gas creating a white smoke which inhabits every part of inside the car making it impossible for occupants of the car to see out and to see each other, it also makes it extremely difficult for the Officer with Firearms to see within the car and at least 16 colleagues around the car.

When you have trigger happy Police Officers that have been told wrong intelligence and been sitting around for 12 hours waiting for this moment you can see why this would create a very dangerous environment when any movement by occupants of the car could be translated as reaching for a gun as the police marksman killer known only as Q9 said he shot Anthony Grainger because, he saw him lower his right hand out of sight and believed he was reaching for a firearm. No guns were found in the car by the way. You can see why this would give the excuse for a Police Officer to murder a member of the public and cry self defence when in fact its cold blooded murder for anyone else without the privilege of a badge.

Effects

You can only imagine what it would feel like to be sitting in your car with friends and all of a sudden out of no where without any warning your window is smashed and you are surrounded by smoke, the gas is choking you, burning your skin and eyes. You are confused and blinded not knowing what is happening or what is going to happen, alls you know you are pend in and people in Jeans and Black Jackets with masks are pointing guns at you if you can even see at all through the smoke and avoiding the natural reaction for you to close your eye lids to protect your eyes from the burning feeling on your eye bulbs. How any officer can say this creates calm effect and allows Police Officers to remove persons from the car safely is a lier.

Rehearsal for Error

Normally before a high risk operation or most MAST (Mobile Arms Surveillance Team) operations there would be a rehearsal drill to practice the operation, you would also think that since this op involved a stationary car which is not normal for MAST since they deal with stopping moving vehicles on the road a dress rehearsal wouldn't hurt. As you likely guess there was was no rehearsal.

However in 2008 during a Greater Manchester Police training exercise drill, it is almost as if events had just repeated themselves. This Drill involved arresting a suspect in a park car by using a shot gun to shoot the tyres and breaking a car window in order to apply CS Gas into the car, they used three vehicles Alpha, Bravo and Charlie just like on the operation involving Anthony Grainger. In this drill a Police Officer PC Terry was shot dead by another police officer as he was in the car. The similarities to this is scary and especially that it involved the then Chief Inspector Micheal Lawler and the CS Gas being banned at the time by the government, clearly no lessons where learned and maybe if they did Anthony Grainger would not have been shot dead.

No Accountability

During the Task Meeting where a presentation of the operation was presented normally there would be a Audio recording of the meeting, however as you guessed in this case there was no recording and the disc that it was burned onto was in fact a blank disc, but its a just coincidence i'm sure. Therefore we are totally dependent on the Police Officers notebooks for information however we now know from the previous article the notebooks and log books are useless for auditing and recording a real timeline of events since most entrances are retroactively filled in, or not filled in or books are just destroyed anyway. And off course 6 days after the incident all 16 members of the team who was involved in the operation was not sent to Nexus House a a base for Greater Manchester Police's Serious Crime Division, Economic Crime Unit, Forensic Services and Cold Case Unit, where they all sat in a large hall six days after the shooting with a giant board being presented called the “Facts board” created by the Police Force Legal Team Advisors and then officers where told to write their witness statements together and no way was there any collusion or covering for each other. This did actually happen.

During the operation itself apparently there was no Body Cam footage, no Dash Cam Footage, no CCTV footage, Drone footage or surveillance footage of the operation. There was no video footage what so ever, there was not even any Audio communication recordings such as from radios or walkie-talkies.

Banned Weapon

For the past five years Greater Manchester Police have been using CS Gas canister despite it being banned and can only be used when permission is given by the Home Secretary, it was banned in 2007.

Risk Assessment

At no time during the the policy making or operation planning was there any risk assessment taken in regard to using CS Gas canisters. Not one officer recorded a single word in relation to the dangers of using this specialist ammunition but why would there be when members of the MAST team failed their training course weeks previously and if the course body was with GMP they would not be qualified to carry any firearms during this operation.

Gas Man

The Officer x9 who was responsible for discharging the CS Gas canister during the operation involving Anthony Grainger admitted in court that he had not actually read the manual for special firearm ammunition, he had only used it once before this incident took place. X9 pull out the pin from the CS Gas canister when he was within his tactical team vehicle, which meant no matter what would happen that CS Gas canister was going to be used since its none reversible. None of the Officers in the MAST team was given any roles and where to “find work” which means make it up as you go along. There was no plan for the CS Gas to be used but since the pin had already been pulled out it would put X9 in a difficult position with a grenade in his hand if he was not going to use it. In his testimony in relation to using the CS Gas he stated it was “not a major issues”.

Indeed this is the Fog of Corruption, its hard to sum up the bullshit we hear every day in court during the Anthony Grainger Public Inquiry so i'll leave you with a quote from the Senior Firearms commander Terry Sweeney.
